Toronto Leads Again

A plan for the Toronto we need now — and the Toronto we want to become.

Start with everyday life. Build the capacity to solve bigger problems. Think 25 years ahead without losing sight of the first 100 days.

Six everyday promises

What people should be able to see and feel.

The plan begins with outcomes, not machinery.

01 · HOMES

It should be possible to build a life here.

Build substantially more housing, protect useful existing homes and treat housing as a complete production system.

02 · TIME BACK

Your time belongs to you.

Improve complete journeys, coordinate construction and make mobility more reliable from door to destination.

03 · SAFETY

A cared-for city should feel safer.

Prevent hazards earlier, improve public spaces and strengthen everyday readiness.

04 · CLEAN STREETS

Make care visible.

Reliable waste collection, cleaner sidewalks, maintained parks, graffiti response and clear service standards.

05 · JOBS

Build a future people can participate in.

Trades, AI, robotics, creativity, small business, entrepreneurship and pathways into good-paying work.

06 · TRUST

City Hall should know your time and money matter.

Clear responsibility, transparent status, measurable service standards, lifecycle costing and public evidence.

The idea behind the plan

Every policy connects to the same North Star.

Make it easier for people to build a good life while leaving a stronger society and a healthier planet to the next generation.

1

Daily life

Affordability, homes, mobility, safety, food and public services.

2

Human capability

Skills, education, creativity, AI and robotics in people's hands.

3

Civic capability

Better decisions, coordination, delivery and institutional memory.

4

Physical capacity

Housing, transportation, power, water and infrastructure built for growth.

5

Stewardship

Climate resilience, efficient use of land and energy, and protection of nature.

6

Leadership

Prove what works here, share it, learn from the world and bring lessons home.

The bigger direction

Everyday promises are the front door. The Big Ideas are the machinery underneath.

GigaCity, High-Speed Rail, Slipstream, the Intellectual Lifeboat, Civic Intelligence, construction robotics and the other signature ideas are not separate campaigns. They are tools for delivering the same human outcomes at greater scale.

Technology is not the destination. A better society is the destination. Technology, infrastructure and better government are tools for getting there.

Toronto as a city the world learns from
Three planning clocks

Think long term. Deliver in stages.

A 25-year direction should guide choices, not pretend one mayor can bind future councils.

FIRST 100 DAYS

Establish discipline.

Baselines, service standards, bottleneck maps, delivery tables, public status and bounded pilots.

See the first 100 days →
FIRST 24 MONTHS

Prove delivery.

Move practical programs from plan to implementation, measure them and scale only what works.

See the first 24 months →
25 YEARS

Build durable capability.

Housing abundance, stronger regional connections, resilient infrastructure, human-centred technology and a city the world learns from.

Four tests for every major idea

Ambition has to earn trust.

PeopleWhat gets better in a resident's life?
DeliveryWho is responsible, what happens first and what is the status?
NumbersWhat does it cost, how is it funded and what assumptions matter?
PlanetWhat happens to land, energy, water, materials, emissions and resilience?

If a proposal cannot answer those questions, it is not ready to be treated as a commitment.

Build the campaign

Help build a Toronto that works now and leads again.

A serious citywide campaign needs people, resources and neighbourhood support to reach voters across Toronto.
