Start with baselines, owners, safeguards, bottlenecks and bounded tests—before scaling promises.

01 · Public delivery dashboard: Publish the delivery-dashboard, status labels and baseline measures.02 · AI inventory & risk rules: Establish the municipal AI inventory, risk framework and human-authority rules.03 · Civic intelligence: Begin Civic Intelligence Review and Intellectual Lifeboat design.04 · Family First test: Apply a cross-cutting test to housing, safety, mobility and public space.05 · Bounded pilots: Identify first Project Six, robotic construction/maintenance, Safe Passage and cleaning pilots.06 · Bottleneck maps: Publish service-standard baselines and housing production bottleneck maps.07 · Partnership tables: Convene connected-region, electricity, rail and infrastructure tables with other governments and partners.08 · Toronto Built by Artists: Design open commissioning, creator-rights rules and the Toronto Yearbook.

Establish the standard immediately. Long-term vision matters, but the first job is to make ownership, baselines and everyday service performance visible.

The public direction is clear. Detailed design, costing, safeguards, partner commitments and implementation milestones will be released in stages as they are verified. Before residents are asked to approve or fund a major commitment, the campaign will publish the authority, cost, protections, partners and measurable next steps.
