Build the transition bridge before people need it.
Current Canadian evidence does not show a broad AI-driven employment collapse, but adoption is already substantial and younger workers deserve particular attention. Toronto can prepare without manufacturing panic: local labour-market intelligence, one-front-door navigation, paid pathways, responsible City automation and coordination with Employment Ontario, employers, labour, colleges and universities.
Do not wait for the layoff.
Connect employers and workers to retraining, Work-Sharing, Employment Ontario and real hiring demand early enough to preserve income and momentum.
Model responsible adoption.
Assess workforce effects before designated City AI projects scale. Keep the rule of $0 automatic AI savings until service and budget changes are actually realized.
Tariffs + AI need one transition view.
A worker should not be retrained into another weakening pathway because trade and automation were analysed in separate silos.
