Toronto should prepare for the official Alto network to Québec City and lead the next strategic conversation: a sustainable westward extension connecting Pearson, Waterloo Region, London, Chatham-Kent and Windsor.
Alto is the heart — not the endpoint
One Toronto hinge, two directions.
The eastern stations are part of the official Alto network under development. The western route is Jamie Atkinson’s proposed next-phase extension and is not an approved Alto commitment.

The western connection
Toronto should lead the next phase west.
A future westward connection would make Toronto Union the central hinge linking Alto’s eastern network with Pearson, Waterloo Region, London, Chatham-Kent and Windsor.
It could connect Southwestern Ontario’s manufacturing, agriculture, logistics and cross-border economy with Toronto’s financial, healthcare, cultural and artificial-intelligence economy.

High-speed rail can support housing, labour mobility, universities, healthcare, advanced manufacturing, tourism, film, culture and national economic resilience. Toronto should be the place where those connections meet.
