What starts now. What needs partners. What still has to be proven.

Toronto That Works separates immediate City action from proposals that require Council, Ontario, Canada, Indigenous partnership, public consultation, engineering or a future legal decision.

Toronto 2076 long-term plan book cover
Ambitious and honest

Act now where Toronto has authority. Build partnerships where Toronto does not.

A credible platform separates immediate municipal action from proposals that require other governments, engineering, legal authority and public consent.

Start locally

Deliver in the first term

  • More Housing Faster and a visible housing pipeline.
  • One Front Door and clearer service standards.
  • TTC reliability, traffic and construction coordination.
  • Flood, heat, fire and fall prevention.
Build with partners

Negotiate and coordinate

  • Housing-enabling infrastructure and modern construction.
  • High-speed rail readiness at Union and Pearson/West GTA.
  • Student, worker and Canadian capability pathways.
  • Rights-respecting Indigenous and regional partnerships.
Study in public

Prove before committing

  • Long-term GigaCity growth and governance options.
  • A westward high-speed rail partnership horizon.
  • Large capital projects, final routes and funding shares.
  • Technology pilots with limits and stop conditions.

The rule: confirmed work is described as confirmed; proposals are described as proposals; unresolved choices stay open until evidence, authority, consultation, protections and funding are clear.

First-term focus

Make Toronto easier to afford, move through, live in and trust before the largest future projects begin.

Taxes that buy real results—not more delays and excuses.

01

Housing delivery

Publish a housing pipeline, unblock approvals and infrastructure, use public land better and responsibly test modern construction.

02

Time back

Improve TTC reliability, traffic and construction coordination, accessible journeys and practical goods movement.

03

Visible safety

Strengthen TTC and street safety, lighting, cleanliness, right-response protocols and fire, flood and fall prevention.

04

City Hall that works

Introduce clearer service standards, One Front Door, public ownership of files and scorecards residents can understand.

Status discipline

Every major commitment will carry a public label.

The label changes only when authority, funding, safeguards and evidence change.

Confirmed

Official or funded

An adopted target, current program, official project or verified public baseline.

Proposed

Campaign commitment

A public commitment that still requires Council, budget authority, partner agreement or implementation work.

Under study

Not yet decided

A longer-term direction requiring legal, technical, environmental, financial and public review.

Pilot

Limited test

A test with a budget ceiling, public measures and clear scale, redesign or stop rules.

In delivery

Authorized and underway

A commitment that has received the necessary authority and is being implemented.

The complete 50-year plan exists, but this website is built for voters. It presents the direction, safeguards and commitments needed to make a choice. Detailed design, costing and implementation milestones will be released in stages as the work is verified and partnerships are secured.
