Not every idea has the same status, authority or timeline.

The platform uses five public labels so a current fact does not look like a campaign promise, a pilot does not look permanent, and a partner-dependent project does not look like a City cheque.

Confirmed

Existing fact, target or current program.

Used as a baseline. The campaign does not claim inherited work as new spending.

Proposed

Campaign policy direction.

Requires Council action, budget authority, partnership or implementation work.

Pilot

A bounded test.

Has a defined owner, budget, duration, safety process, outcome measure and exit rule.

Pursue

Partner-dependent objective.

Toronto can advocate and prepare but cannot deliver alone.

Under Study

Long-horizon question.

Requires technical, legal, fiscal or operational work before commitment.

BUILD FORWARD

Inherited work gets a status too.

Continue, Improve, Integrate, Accelerate, Renegotiate or Stop—rather than restart the city because an election occurred.
