Make help easier to find, improve crisis response and follow through after the emergency.

Toronto cannot replace Ontario's health system. It can make the local pathway clearer: prevention, community support, 211 and 988 navigation, Toronto Community Crisis Service, emergency response when required, warm handoffs, housing connections and follow-up.

The right help at the right time

A resident should not have to understand the system before the system helps them.

The City can improve how municipal and community services connect, publish a clear resource ladder, strengthen crisis-routing and handoff standards, and keep provincial clinical-capacity gaps visible in negotiations with Ontario.

Use community crisis response where appropriate, emergency services where immediate danger exists, and clinical pathways through the health system when medical care is required.

FOLLOW-UP

Warm handoffs, not dead ends.

Connect people to housing, youth and family supports, substance-use services, community care and other practical needs that often determine whether a crisis repeats.
