Existing funding and redesign come first, followed by realizable efficiencies, collections and revenues, growth tools, utility and senior-government programs, institutional/private capital, appropriate debt and only then residual property-tax capacity.
The City's $30M Validation/Contingency operating envelope is not a substitute for project-level construction contingency.
