Pilot. Measure. Scale or stop.

The first term is the democratic commitment. Long-range concepts remain directions unless they pass the evidence, authority, engineering and funding gates.

First Term 2027-2030

Pilot. Measure. Scale or stop.

Every pilot needs a named owner, budget, duration, safety process, outcome measure and exit rule.

Homes: Starts and occupied homes, with infrastructure constraints made visible.Time Back: More reliable complete journeys and less administrative friction.Safety: Earlier prevention, the right response and more resilient critical systems.Clean Streets: Visible service standards for waste, graffiti, sidewalks, parks and washrooms.Jobs: Project Six, apprenticeships, entry-level work and small-business adoption.Trust: Dashboards, status labels, stop rules and visible human responsibility.Lead the World: Publish reusable methods and results so other cities can learn from Toronto.
The rule

Every pilot must be capable of ending.

The purpose of a pilot is to learn. A weak result is not a reason to hide the pilot; it is evidence to redesign or stop it.
