Build locally. Strengthen the country. Toronto should arrive at intergovernmental tables ready to build, with clear projects, measurable outcomes and an honest account of what authority it does and does not have.

Better cooperation should produce better daily life.

Each order of government brings different authority. The public should be able to see what each is contributing, what is delayed and who is responsible for resolving it.

Do not claim partner commitment before it exists. Canadian materials and workforce pathways should be used where practical, and risks and corrective action should be visible.

The public direction is clear. Detailed design, costing, safeguards, partner commitments and implementation milestones will be released in stages as they are verified. Before residents are asked to approve or fund a major commitment, the campaign will publish the authority, cost, protections, partners and measurable next steps.
