Toronto Leads Again is the campaign’s call for confidence, competence and ambition — grounded in the everyday experiences of residents.

The defining challenge

Make Toronto the AI capital of the world by leading through example.

Our leadership will not be measured by how often we use the word AI. It will be measured by whether Toronto becomes safer, more affordable, more accessible, more productive and more trustworthy.

What the theme means

Toronto Leads Again begins with a simple belief: this city should not settle for managing decline or lowering expectations. Toronto has repeatedly shown that diverse people can build institutions, neighbourhoods and cultural life that matter far beyond our borders.

Leading again means restoring competence in the basics, opening opportunity in every part of the city and preparing for changes that will reshape work, public services, education, safety and democratic life.

Leadership is practical

The campaign will judge future-facing ideas by visible outcomes. Does the proposal save residents time? Improve access? Strengthen human judgment? Protect privacy? Create durable local capability? Make a service more reliable? Reduce long-term risk?

Leadership is shared

Toronto cannot achieve its ambitions alone. Strong municipal leadership requires constructive relationships with residents, Indigenous communities and nations, the Province of Ontario, the Government of Canada, neighbouring municipalities, institutions, labour, business and civil society.
