Use heat and other outputs that would otherwise be wasted.
Potential applications can include year-round greenhouses, indoor growing, vertical farming, hydroponics, aquaponics, district heating, research, ag-tech, robotics training and other productive heat reuse.
The City does not become a farming company.
Farmers run farms.
Greenhouses would be operated by private farmers or private agricultural businesses. The City's role is to help enable infrastructure, connections, partnerships, approvals and appropriate oversight.
The City helps make productive reuse possible. Private operators run the business.
The public direction is clear. Detailed design, costing, safeguards, partner commitments and implementation milestones will be released in stages as they are verified. Before residents are asked to approve or fund a major commitment, the campaign will publish the authority, cost, protections, partners and measurable next steps.
